The Claim: COA flagged Davao City for assets
Rating: TRUE
This image shared with us through our tipline, says that the Commission on Audit flagged Davao City’s local government almost PhP10 billion worth of assets in 2020.
This is True.
The Facts: According to the Commission on Audit (https://www.cnnphilippines.com/…/COA-flags-Davao-City…), 40 percent of the total assets recorded for Davao City at the end of the year could not be verified and validated due to the absence of an actual count.
The COA says that the local government also failed to submit a Report on the Physical Count of Property, Plant and Equipment or RPCPPE, and it also questioned the legality of its pandemic-related procurements, which did not follow proper protocol and documentation.
Davao City mayor Sara Duterte-Carpio has claimed that the discrepancies and lack of checking were due to the difficulties brought by the COVID-19 pandemic, making physical counting unfeasible (https://tribune.net.ph/…/davao-city-has-full-assets…/).
