CBAO files criminal charges vs. Stone Kingdom owners

THE city government has filed four counts of criminal charges through City Buildings and Architecture Officer Architect Johny Degay against the owners of the Igorot Stone Kingdom located along Longlong Road, Pinsao Proper.

The CBAO filed the complaints against owners Pio Velasco and Hajji Velasco before the Office of the City Prosecutor for constructing the Stone Kingdom without either building or fencing permits in violation of Section 301 in relation to Section 213 of Presidential Decree (PD) 1096.

Degay, in an affidavit, said that the owners of the Stone Kingdom continued with construction activities despite cease and desist orders from the CBAO.

Multiple ocular inspections and investigations have been conducted by the CBAO from as early as June of this year, flagging more violations of PD 1096, but construction work continued even with said flagging from the CBAO.

Investigations into the site showed multiple safety hazards, such as structures built with grouted stone riprap terraces, an unfinished four-storey building with roof deck made up of reinforced concrete and concrete hollow blocks, a drainage and steel bridge, and stone domes with varying sizes with interior finishes made of stones with no support aside from cement grouts to prevent the stones from detaching.

CBAO investigations also found a 20 meter tunnel part of the park without any support system to prevent cave-ins.

The CBAO also added that the park does not have enough parking for the amount of vehicular traffic it causes.
