The Baguio City Council has approved on first reading a proposed ordinance that would incentivize the growing of greenery on residential and commercial roofs and walls with tax benefits and discounts.
Under the proposed ordinance, for every 25 percent of roof or wall space for a structure that is utilized for the raising of greenery, the building owners will be entitled to a 5 percent tax discount on real property tax, capping at 20 percent overall.
The discounts will be valid under the ordinance for a decade provided that the structure owner is able to provide proof of maintenance of the greenery, that the greenery is kept in good condition and stays alive throughout the entire period.
It also provides a limit on the size of the plans allowed, which are not allowed to exceed 6 feet of height on rooftops.
The ordinance also specifies that no plants are allowed to cover or obstruct doors, fire exits, windows and other openings of the building, nor can they trespass into the properties of other community members and neighbors.
The ordinance tasked the City Assessor’s Office, the City Environment and Parks Management Office, the City Engineering Office and the City Treasury Office to craft the implementing rules and regulations of the proposed measure within 60 days after its enactment.
