Claim: VP Leni Robredo garners the highest disapproval rate in PAHAYAG 2022 First Quarter Survey.

The Facts: Publicus Asia, Inc. conducted an “independent, non-commissioned nationwide purposive sampling poll” between March 30 to April 6, 2022, and released the full executive summary of PAHAYAG 2022 First Quarter Survey (2022 PQ1) Friday, April 8, 2022. The survey evaluated data on various issues, including: State of the Economy and Economic Prospects, National Issues, Approval ratings for National Leaders and Institutions, and Media Consumption Habits.
In the Approval/Trust Scorecard for National Leaders and Institutions, incumbent Vice President Robredo garnered the highest total disapproval rating with 42.2%, which indicates that respondents either disapprove or strongly disapprove of her.
This is true, however, Publicus Asia, Inc. only included 1,500 respondents in the survey.
According to them, the pool of respondents were randomly drawn by the Singapore office of American firm PureSpectrum from its market research panel of over 200,000 Filipinos.
Publicus Asia, Inc. did not disclose any further information on their research design and methodology.
In the same survey, President Rodrigo Duterte gained the strongest approval and trust ratings at 67.2% and 61.8% respectively, among the five national officials. In a latest survey by Publicus, Presidential aspirant Bongbong Marcos Jr. and running-mate Sara Duterte are allegedly leading the polls in the National Capital Region (NCR) PAHAYAG Tracker Survey (https://www.publicusasia.com/bbm-sara-lead-publicus-apr…/).
It should be noted that Publicus Asia, Inc.’s founder and CEO, Malou Tiquia, has repeatedly criticized VP Robredo and Leni-Kiko supporters on Facebook and Twitter. She also admitted to supporting Sara Duterte, as well as her father during his entire administration. Tiquia has also questioned #FactsFirstPH, #FactCheckPH, VeraFiles, and Rappler on a number of occasions previously.
Why we fact-checked this: Conducting surveys and polls must abide by ethical guidelines to ensure that findings presented are fair, factual, and objective. In any research, it is the responsibility of individuals and organizations to not misrepresent nor fabricate data, and to remain objective in interpreting results to present the most credible information to the public. Showing biased reports such as this functions as propaganda meant to damage the reputation of particular persons, and confuse voters, rather than contribute to critical discernment.
