The Claim: The Makabayan bloc party lists are legal fronts of the CPP-NPA

This claim has already been debunked multiple times.
A video uploaded on April 19 by ‘NTF-ELCAC’ YouTube channel shows President Rodrigo Duterte agreeing with NTF-ELCAC spokesperson Lorraine Badoy Partosa’s claims that the five Makabayan bloc party lists, namely Kabataan, Anakpawis, Bayan Muna, Alliance of Concerned Teachers (ACT), and Gabriela are legal fronts for the Communist Party of the Philippines and the New People’s Army (CPP-NPA).
In the video, Duterte talks about how these party lists (which he dubbed ‘KABAG’) use the funds of the government to support the NPA. He also claims that these groups are responsible for the killings of innocent farmers and barangay captains. (https://www.youtube.com/watch?v=z6_NMwJ6Z1U)
The same video was uploaded by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on their Facebook page on April 20. (https://fb.watch/cwEsyLpGBD/)
The Facts: The Commission on Elections (COMELEC) still recognizes and allows these five party lists to participate in the upcoming 2022 elections as of today.
According to Republic Act No. 7941 or The Party-list System Act, any party list which advocates violence or unlawful means to seek its goal would be canceled from registering and participating in elections. (https://lawphil.net/stat…/repacts/ra1995/ra_7941_1995.html)
The fact that these party lists are still included in the final listing of elections means that they have not violated any laws and regulations. (https://comelec.gov.ph/…)
The PCOO Undersecretary Lorraine Badoy Partosa, who is known for red-tagging and spreading false claims like this one, currently faces several complaints for disseminating posts that are malicious and defamatory. The newest complaint comes from Nobel Laureate Maria Ressa over red-tagging and name-calling. Why we fact-checked this: With 145 thousand followers, the NTF-ELCAC, along with Lorraine Badoy Partosa and Duterte, continuously spread harmful misinformation which exposes the members of the Makabayan bloc to danger and harassment.
