The memorandum of agreement (MOA) for Baguio’s partnership with the Japan International Cooperation Agency (JICA) for the setup of a decentralized sewage treatment plant (STP) at the City Engineering Office (CEO)’s grounds has been confirmed via resolution by the city council.

 

This is under a proof of concept arrangement, in compliance with the Department of Environment and Natural Resources effluent standards, subject to conditions.

Officials of JICA and support agencies visited the city in December of 2022 to conduct the sustainable development goals business model formulation survey for the introduction of an onsite wastewater treatment system utilizing FujiClean Company Ltd. technology.

 

The proposed STP will have the following features: certified technology, flexible installation regardless of unfavorable geographical condition, factory-made fiber reinforced plastic (FRP) tank, stable product quality, durable to acid gas, easy maintenance, and certified treatment performance.

 

An installation of equipment for 30- to 100-cubic-meter wastewater treatment from JICA and the supporting agencies will be considered for the initiation of the project, with the LGU counterpart to be discussed after the site inspections and feasibility study. 

 

With the surveys completed, Baguio Mayor Benjamin Magalong forwarded the mayor’s intention to enter a formal MOA in a letter on October 4th of this year to the City Council for approval, which has been provided under resolution no. 634, series of 2024.

 

The initial stage of the project available for demonstration is projected to be completed sometime in 2025.
