The Baguio City Council is mulling over a proposal to provide a financial incentive for barangay kagawads and officials who continue to serve over multiple terms.

Approved on first reading,  the proposed ordinance authored by Councilor Leandro B. Yangot, Jr. would provide a P10,000 financial incentive for barangay council members who serve three consecutive terms in recognition of their exemplary service.

The funds for the financial grant mandated under the proposed ordinance will be drawn from the city government’s general fund by the City Budget Office following Republic Act (RA) 7160, otherwise known as the Local Government Code of the Philippines and Commission on Audit (COA) regulations.

The ordinance also authorizes the city mayor and city treasurer to implement the provisions of the proposed measure and to subsequently disburse P10,000 to eligible barangay council members.

According to Councilor Leandro B. Yangot, Jr., who authored the ordinance, it is the city government’s policy to appreciate and recognize the efforts and dedication of local public servants for their exemplary services to the barangays and the city as a whole.

The ordinance is also in line with Republic Act 6713 or the Code of Ethical Standards for Public Officials and Employees, which tasks the government to provide appropriate incentives and rewards to motivate public servants.
