IN compliance with Department of Energy (DOE) orders to conserve energy in government and public facilities, the Baguio City local government has intensified monitoring of utilities usage in government buildings and public offices.
Ordinance no. 27, Series of 2023 establishes a Public Utilities Monitoring Program for electricity and water consumption for government offices and buildings in the city, which covers all public offices and buildings owned by the local government and other government buildings, including schools where the utilities such as electricity and water are paid for by the city.
The ordinance tasks every administrative officer in every city-owned or run office, agency or school to ensure that the facility implements energy-saving and cost reduction measures, particularly with regard to the usage of electricity and water.
Under the DOE order, the aim is to achieve a 10 percent reduction in the use of utilities for electricity and water among all government-owned and run structures and public buildings.
In order to ensure compliance, the ordinance also mandates administrative officers in the various offices and buildings in the city to submit monthly reports on electricity, water and Internet consumption to the General Services Office (GSO) for analysis and recommendation.
