Magalong wants licenses revoked for InDrive PUVs, “angkas” motorcycles

BAGUIO Mayor Benjamin Magalong is seeking the revocation of licenses and franchises for taxis using the InDrive application and motorcycles offering “angkas” commute services in the city, claiming that these services are unauthorized.

Magalong has called on the Land Transportation Franchising and Regulatory Board (LTFRB) to cancel the driver’s licenses and taxi franchises for drivers operating with said schemes.

The InDrive app and Maxim app are considered “colorum” by the LTFRB, as they are offering transport network vehicle services without being accredited as transport network companies.

Meanwhile, the motorcycle commute services have been struck down as they are currently yet to be legalized as a mode of public transport.

“At present, there is no law allowing motorcycle taxis to ply the streets and carry commuters. Motorcycle taxis have yet to be officially legalized as a form of public transportation and are currently operating under a pilot study in Metro Manila and Metro Cebu. To date, there are no authorized motorcycle taxi operators in the city of Baguio,” the LTFRB-CAR said.

According to LTFRB-CAR Regional Director Lalaine Sobremonte, the agency is waiting on  the House of Representatives to pass a law amending provisions of Republic Act 4136 or the Land Transportation and Traffic Code. 

Under the law, registered private motorcycles, scooters, or other motor wheel attachments are not valid for hire for transport under any circumstances. Private vehicles do not have a certificate of public convenience required from public utility vehicles, which is required to operate in public utility.
