BAGUIO’s city government represented by Mayor Benjamin Magalong has entered into a memorandum of agreement (MOA) with the Saint Louis University, University of Baguio and University of the Cordilleras, represented by their respective presidents, including the Department of Transportation (DoTr) represented by Secretary Jaime Bautista.

The MOA provides for a partnership between the local government, the three universities, and the DoTr to facilitate the conduct of research towards the implementation of low-carbon and alternative transport networks in the city, in support of “resilient and sustainable” cities.

The agreement would also provide relevant research-based guidance for developing local policies and guidelines on low-carbon and alternative transportation networks, as well as related concerns regarding climate change.

Under the MOA, the city government agrees to facilitate and implement an ordinance providing for Baguio to support research and innovation tied to the low-carbon and alternative transformation projects, as well as promote and support incubators and centers looking into the matter as well.

The universities, under the MOA, are beholden to support the city in its endeavors to produce said transport systems, as well as assist in validation and testing of the projects.

The DoTr agrees to coordinate with the city and the universities on the results of research and innovation projects for possible action and as a basis for the adoption of national-level policies, programs and projects.
