MOA inked for Baguio early warning system with DOST-CAR, PAGASA

BAGUIO Mayor Benjamin Magalong has signed memorandums of agreement (MOAs) with the Department of Science and Technology (DOST)-Cordillera Administrative Region and DOST Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) for the establishment of an early warning system for floods in the summer capital.

The MOAs are for the ASEAN-Australian Smart City Trust Fund (AASCTF) grant project on Flood Early Warning, Information and Mitigation System (FEWIS), which has three expected outputs. Aside from the FEWIS, the MOAs also provide for the establishment of real-time data capture system in four river basins in the city and a flood mitigation action plan.

The city received a station and four water level monitoring systems (WLMS) for installation in Brookspoint barangay, Guisad Central, Balili barangay in La Trinidad, Benguet, Bakakeng Sur and Woodsgate Square in Camp 7.

Under the MOAs, the city is responsible for owning and operating the FEWIS once established by the Asian Development Bank (ADB), which includes the collection and interpretation of data from the system through the Smart City Command Center.

The DOST-CAR is set to provide direction, leadership and coordination with regards to the technical aspects of the project, while the PAGASA is to aid the project by providing updated and accurate weather data for the project.
