Group created to develop city’s low carbon transport plan

BAGUIO City has established a technical working group to facilitate the progression of the United Nations Development Programme – Department of Transportation (UNDP-DOTr) project on low carbon urban transport system (LCUTS).

The LCUTS includes the transition to use of electric and hybrid vehicles, particularly Euro IV-compliant public utility vehicles (PUV) and environment-friendly modes of transport, such as the Public Utility Vehicle Modernization Program.

In Baguio, the city is eyeing the establishment of a new intermodal transport system connecting the city’s roads outside the central business district, as well as the establishment of multi-level parking structures in the city to address vehicle traffic.

Under Executive Order No. 47, series of 2022, the city established the technical working group with City Engineer Edgar Victorio Olpindo as chairperson and Engr. Januario Borillo, chief of the Traffic and Transport management Division of the City Engineering Office as vice chairperson.

The group is tasked to create a “sustainable smart urban transport master plan that will give the proper direction of the city in reducing traffic congestion and improving mobility, thereby improving the air quality in the city,” EO 47 states.

The group is also mandated to ensure that the planning of the LCUTS will be in line with the Philippine Clean Air Act of 1999, and to review existing plans to lower the city’s transport sector’s carbon footprint.

A review of the group’s moves will be conducted by both the mayor and the Land Traffic and Transportation Management Committee before any action is taken.
