OPEN LETTER FOR THE NEA-BOA

WE, the BENECO Employees Labor Union (BELU), are deeply alarmed by your prolonged inaction on the resolution of BENECO Board of Directors regarding the rejection of your earlier decision and reiteration of the appointment of Melchor Licoben as the general manager of the Benguet Electric Cooperative. We find it appalling that instead of an outright decision, you chose to refer the matter to the OGCC. We are firm in our belief that what we are advocating for is right. No matter what office you will ask for an opinion about our case, the truth will always prevail. 

Your prior move to endorse a lone and unqualified applicant to the BENECO Board for appointment as BENECO GM is a manifestation of irregularity. We are greatly concerned about your failure to follow and uphold the policy and guidelines that you have crafted and approved. You have failed us in your previous decision. We will not allow further disrespect to prosper against our institution. Your brazen violation of the selection process is not just a BENECO’s concern but poses a great threat to all of the nation’s ECs’ independence in handling their own affairs. We consider this as a total betrayal of trust. 

Instead of finally admitting your mistake, you opted to leave us hanging with your indolence. We will never accept this injustice. We stand our ground that the selection of the General Manager of an electric cooperative is a major duty of the Board of Directors as stated in the NEA guidelines. The results of the Congressional Inquiry and the Baguio City Council hearing prove your asymmetry. May these serve as a hint for you to disregard your previous resolution. Otherwise, you insist on exhibiting your own incompetence.

We demand your reasonable response and actions. May you rectify your error and allow the BENECO Board, management, employees, and MCOs to freely choose the General Manager that we know best and believe to lead BENECO to greater heights. 

We are one with PHILRECA, with the 120 electric cooperatives, and with our Member-Consumer-Owners to fight for the rights of every EC. We will not be silenced. We continue to make our voices heard. We dare not stop protesting until such time that all the ECs shall be treated justly and fairly. We sustain our hopes and prayers for your enlightenment to yield noble and just decisions for the benefit of all the electric cooperatives in the country and for society.
